Tax abatement

Just got a note from my coop management company informing is that the city will charge back the tax credits for the tax year 2011-2012 and this will definitely affect us. (the coop charged it as a one time assessment).
I have no experience with any of this, is this something that is likely to happen, definitely happening or just a threat and probably won't happen? Is there a precedent for this?
