Do I need file paperwork with city to install 2nd kitchen?

Hi. I am interested in a 2-family house currently being used as a 1-family. The certificate of occupancy is for 2 families. I would like to use it as a 2-family house. Do I need to file any paperwork to install a kitchen on the 2nd floor? I'd like to keep everything legit.  I would like to rent out the 2nd floor. There is a full bathroom on each floor.     if you've already got the correct connections into the 2nd kitchen (gas, water, electrical, plumbing) it will be an easy job w/Ikea/Home Depot fixtures. If you have to add those connections, permits are probably necessary.

    If you're not adding or moving gas, plumbing, electrical, just connecting fixtures and appliances to existing service, I don't think you need a permit. The short answer from architects always seems to be yes you do need to file.

    Does the C of O actually show the kitchen? If all the fixtures are there and it's listed as a 2 family and there's nothing on the C of O showing that it was ever taken away, just go for it.
