What is involved in the process? What is allowed in the basement as a duplex?

Basement or cellar?  A major difference.  A basement has more than 50% above legal grade (usually street grade).  A cellar is more than 50% below grade.

Anything is possible, but it depends upon the zoining and the house.  There are ways to deal with the cellar if you have the FAR.

grade is determined by an average of the four corners of the property, not the street side solely.
