welder recommendation

Our building engineer told us that we need to improve the strength of a bunch of lally columns in our cellar.  We need a welder to weld L shaped steel plates onto our steel lally columns.  We also need to bolt and epoxy the welded plates  to the concrete floor.  Does anyone have any recommendations for this work?
