I have used Scott Schnall for this type of thing: we had an exact idea of what we wanted; he had the plans drawn up, approved by DoB, and lined us up for all inspections. We got a C of O out of it. He's not an architect (he's a professional engineer), and he definitely has a "unique" approach to customer service. But he's a really good expeditor.
His number is 718-875-2036. He is open Monday - Thursday, and it's best to call early (like 7 a.m.)

I think the critical thing to understand is what is required to file and what is required to build are two different things. Scotts great, but there are miles of details that someone will have to figure out and when there is a question about a saddle detail or whatever, hes not the guy. Its not brain surgery, but ultimately coordination has to be done by someone and that someone will want to get paid. Also, the better the documents the easier the contractors life is in executing. There are a lot of ways to skin the cat and I understand there are a ridiculous amount of expenses to execute simple work in NYC, but realize that you get what you pay for.
good luck

Call Fernando , he's working with an architect and engineer, they specializes in code consultants. They have many projects in NYC and work for famous people too but their prices are ridiculously affordable. We used him for our house. His number is 212 233 3630. Best luck to you!
